Perkhidmatan bermula selepas penerimaan permohonan bertulis melalui surat rasmi beserta salinan kelulusan projek dan punca kuasa peruntukan projek, salinan kelulusan Mesyuarat Jawatankuasa Belanjawan Universiti (JKBU) dan salinan kelulusan Mesyuarat Jawatankuasa Perubahan Ruang Universiti (JKPR). Peruntukan adalah dibawah tanggungjawab PTj yang memohon.

The consultation starts after receiving a written application through official letter along with a copy of the project approval and source of project allocation authority, a copy of minuted approval from University's Budget Committee (JKBU) and a copy of minuted approval from Jawatankuasa Perubahan Ruang Universiti (JKPR). Allocation is to be obtained by the PTj applying for construction/renovation/upgrading project.

Permohonan tempahan kenderaan rasmi UMK perlu dibuat pada 7 hari sebelum bagi penggunaan dalam negeri Kelantan manakala 10 hari sebelum bagi penggunaan luar negeri.

The application/request  must be submitted 7 days before for usage within the state of Kelantan and 10 days before for usage outside the state.

Pihak kami hanya menjalankan pemantauan dan penyeliaan tapak bina serta menguruskan bayaran projek yang dilaksanakan oleh 3PI. Pihak kami tidak menyediakan perkhidmatan penilaian kemajuan kerja di tapak bagi tujuan pembayaran projek yang dilaksanakan atau diuruskan oleh pihak lain.

We only provides monitoring and supervision of the construction site and manages the payment of the project implemented by 3PI. We do not provide on-site work progress assessment services for the purpose of payment for projects implemented or managed by other parties.

Lukisan Siap Bina bangunan Universiti merupakan dokumen terhad. Permohonan bertulis melalui surat rasmi boleh dikemukakan kepada 3PI (pelajar perlu mengemukakan surat rasmi melalui pensyarah dan melampirkan surat pengesahan daripada universiti yang berkenaan).

The As-Built Drawing of the University's building is a restricted document. A written application can be submitted to 3PI via official letter  (students need to submit an official letter through the lecturer and to include a confirmation letter from the relevant university).

Terdapat lima peringkat dalam penyiapan sesebuah projek pembinaan/ ubah suai/ naik taraf iaitu peringkat perancangan pelaksanaan, rekabentuk, perolehan, pembinaan dan penyerahan. Tempoh masa bagi peringkat perancangan pelaksanaan, rekabentuk, dan perolehan adalah antara 3 bulan hingga 10 bulan bergantung kepada kaedah perlaksanaan projek, iaitu Konvesional dalaman sebutharga, Konvesional dalaman tender, Konvesional perunding dan Reka & Bina Tender Terbuka dengan Pra Kelayakan. Manakala tempoh pembinaan bergantung kepada faktor seperti butiran projek (saiz,bilangan bangunan, bilangan tingkat, jenis projek), tapak projek (lokasi, kontor, geoteknik,keluasan dan akses), kaedah pembinaan, bekalan bahan binaan, peralatan sedia ada dan cuaca/musim/kekangan waktu bekerja bermula daripada 5 minggu (minimum tempoh projek dengan kos RM20,000.01) sehingga 83 minggu (maksimum tempoh projek dengan kos RM10 juta).

There are five stages in the completion of a construction/renovation/upgrading project, namely the implementation planning stage, design stage, procurement stage, construction stage and handover stage. The time period for the implementation planning, design, and procurement stages is between 3 months to 10 months depending on the method of project implementation, i.e. Conventional internal quotation, Conventional internal tender, Conventional consultant and Design & Build Open Tender with Pre-Qualification. As for the construction period it depends on the factors such as project details (size, number of buildings, number of floors, type of project), project site (location, contour, geotechnics, area and access), construction method, supply of building materials, existing equipment and weather/season /working time constraints starting from 5 weeks (minimum project duration with a cost of RM20,000.01) up to 83 weeks (maximum project duration with a cost of RM10 million).

Tempoh proses pembaikian kerosakan adalah dari 1-90 hari bergantung kepada jenis kerosakan dan kaedah pelaksanaan samada kendiri atau kontraktor.

The duration of the rectification process is from 1-90 days depending on the type and severity of the damage and the method of rectification whether by in-house rectification or outsourced.

Pemohon boleh hadir ke kaunter 3PI UMK Kampus Bachok dengan mengisi Borang Permohonan Perabot. Dokumen sokongan seperti Surat Rasmi/Kertas Kerja perlu dilampirkan bersama-sama permohonan tersebut. 

Applicants may proceed to 3PI Counter at UMK Bachok Campus by filling in the Furniture Application Form. Supporting documents such as Official Letters/Paperwork must be attached along with the application.

Rekabentuk sesuatu projek pembinaan/ ubah suai/ naik taraf (keluasan bilik/ruang, bahan binaan & kemasan, sistem dalaman bangunan) yang menggunakan peruntukan kerajaan tertakluk kepada Garis Panduan dan Peraturan Badan-Badan Kawalselia atau Pihak Berkuasa Kerajaan serta Undang- Undang seperti yang telah dinyatakan dalam Garis Panduan dan Peraturan Bagi Perancangan Bangunan Edisi 2015.

The design of a construction/renovation/upgrade project (room/space/area, construction materials & finishes, building internal systems) that under government allocations is subject to the Guidelines and Regulations of Regulatory Bodies or Government Authorities as well as Laws such as which has been stated in the Guidelines and Regulations for Building Planning Edition 2015.

Permit bas UMK yang telah dikeluarkan oleh Agensi Pengangkutan Awam darat (APAD) hanya membenarkan penggunaan bagi staf dan Universiti Malaysia Kelantan (UMK) sahaja. 

The buses usage are permitted only for staffs and students of Universiti Malaysia Kelantan (UMK) as per the permit issued by Land Public Transport Agency (APAD). 

Wakil pelanggan ialah pegawai daripada Kumpulan Pengurusan dan Profesional (Gred 41 dan ke atas) yang dilantik dan diberi kuasa oleh Ketua PTj bagi mewakili PTj sepanjang pelaksanaan sesuatu projek oleh 3PI. Tugas wakil pelanggan adalah seperti berikut:-
i. Peringkat Perancangan Pelaksanaan dan Peringkat Rekabentuk
a. Melengkapkan templat permohonan projek
b. Mengesahkan brif projek dan cadangan rekabentuk
ii. Peringkat Pembinaan
a. Menghadiri Mesyuarat Pra Pembinaan
b. Menguruskan Permohonan Pembelian (R.O) dan bayaran bagi projek yang menggunakan peruntukan selain 3PI dan Tabung Amanah Pembangunan Infrastruktur UMK
c. Menguruskan pengalihan aset/ inventori di tapak bina sebelum penyerahan tapak kepada kontraktor bagi melaksanakan kerja pembinaan/ ubah suai/ naik taraf
d. Menghadiri Mesyuarat Penyelarasan/ Tapak/ Teknikal/ Penyelenggaraan Dalam Tempoh Tanggungan Kecacatan dan Lawatan Tapak dari semasa ke semasa
e. Mengesahkan cadangan skema warna dan corak kemasan lantai/ dinding/ pintu/ tingkap/ bumbung
f. Mengesahkan Pindaan Rekabentuk dan Lukisan Pindaan
Nota : Wakil pelanggan tidak boleh memberi sebarang arahan kerja pembinaan secara terus kepada kontraktor.
iii. Peringkat Penyerahan
a. Menghadiri Sesi Pengujian dan Pentauliahan
b. Menghadiri Sesi Pemeriksaan Siap Kerja
c. Mengesahkan Perakuan Serahan Kerja Siap
d. Menghadiri Mesyuarat Penyelenggaraan Dalam Tempoh Kecacatan
e. Melaporkan kecacatan atau kerosakan sepanjang tempoh tanggungan kecacatan projek kepada Bahagian Pengurusan Projek.

Customer representatives are the officers from the Management and Professional Group (Grade 41 and above) who are appointed and authorized by the Head of PTj to represent PTj throughout the project implementation by 3PI. The duties of the customer representative are as follows:-

i. Implementation Planning Stage and Design Stage
a. Complete the project application template
b. Validate project briefs and design proposals

i. Construction Stage
a. Attend Pre-Construction Meetings
b. Manage Purchase Requests (R.O) and payments for projects that use allocations other than 3PI and the UMK's Infrastructure Development Trust Fund
c. Managing the transfer of assets/inventory at the construction site before handing over the site to the contractor for construction/renovation/upgrading work comencement
d. Attend Coordination/ Site/ Technical/ Maintenance Meetings During Defect Liability Period and Site Visits from time to time
e. Confirm the proposed color scheme and finish pattern of floor/wall/door/window/roof
f. Approving Design Amendments and Amendment Drawings
Note: The client's representative is prohibited to give any direct instructions to the contractor with regards to construction works.

iii. Submission Stage
a. Attend Testing and Commissioning Sessions
b. Attend Work Completion Inspection Session
c. Confirming the Certificate of Completion of Work
d. Attend Maintenance Meetings during Defect Liability Period
e. Report defects or damage throughout the project's defect liability period to the Project Management Division
